Section 31 is a 618-acre undeveloped property in the heart of the Coachella Valley within the City of Rancho Mirage, California. Property owner, EC Rancho Mirage Holdings, Limited Partnership has partnered with master developer DMB Development LLC to develop Section 31. MSA prepared the Specific Plan for this project and provided all entitlement oversight and civil engineering design support. The Specific Plan and other master entitlements were approved in December 2019. The project is planned as a world-class destination that includes a series of elegant desert neighborhoods and artfully-designed park spaces, together with a vibrant Town Center featuring shopping, dining, entertainment, galleries and high-end resort hotels. The entire community will be organized around a 34 acre swimmable clear water Crystal Lagoon®️, known as the Grand Oasis, surrounded by picturesque desert landscapes and sandy beach shorelines.  The Grand Oasis will feature numerous opportunities for aquatic recreation, including rowing, sailing, stand-up paddle boarding, and a professionally-managed public beach park as the focal point of the Town Center.
